00:00:01    Honourable House, What has happened in the last two years is unique in our history,
00:00:08    but there are not many parallels in the history of Europe either. Yet,
00:00:14    with extreme awareness and determination, we have made a revolution without a single drop of blood,
00:00:23    as a pioneer and as an example for all of our region
00:00:30    - and this is how it is viewed by the world. The government to be presented
00:00:36    is the coalition government of the Hungarian Democratic Forum, the Independent Small Farmers' Party
00:00:41    and the Christian Democratic People's Party,
00:00:47    which, according to the direction of European and Hungarian politics,
00:00:52    wants to be the government of the centre. The government,
00:00:59    whose direction is to be determined by my programme speech,
00:01:05    will work in the spirit of four principles if I receive and receive
00:01:12    the confidence of Parliament. These principles are a historical
00:01:19    requirement for the government to face its conscience and the
00:01:26    judgment of posterity but only if they do not falter from them.
00:01:34    As a first principle, we say that this government wants to be a government of freedom.
00:01:43    In his legislative and governmental work, he will strive to ensure that
00:01:50    all Hungarian citizens have the same rights and obligations before the law,
00:01:58    in the offices and in their relations to one another.
00:02:03    The rule of law calls for further modernisation of legislation in the
00:02:10    areas of freedom of opinion, speech, assembly, movement and freedom of travel.
00:02:18    The new government is committed to the full freedom of the press and
00:02:24    culture and intends to restrict the exercise of these rights only at
00:02:30    the points where it violates the freedoms or rights of others.
00:02:36    Education is also an indispensable part of freedom.
00:02:44    It is a historical task to restore entrepreneurship and economic freedom.
00:02:52    Hungary will only have a new future if we finally provide legal space
00:03:01    and opportunity for the abundance of energy of ambition, talent,
00:03:08    individual and community initiative, which is suppressed, oppressed, forced to be subdued.
00:03:16    We won't have a new future if the best people of our talented
00:03:22    people are looking for a way to thrive and succeed abroad.
00:03:27    At the same time, however, we must also protect the social rights
00:03:33    of those who are lagging behind, and we will need a carefully designed social network.
00:03:40    Finally, as the government of freedom, the new government also wants
00:03:47    to ensure the self-determination of small communities.
00:03:53    As a second principle, we state that the new government wants to be the government of the people.
00:04:03    For the first time in 43 years, the parliament elected freely
00:04:07    by the Hungarian people has now introduced a government.
00:04:12    Therefore, the government, if I receive confidence from the Parliament and the government is
00:04:18    given confidence, will indeed be the government of the Hungarian people.
00:04:23    We know that this is the idea, which the governments of the one-party
00:04:28    system have most discredited. Apart from the beautiful but
00:04:34    short interplay of 1956, this concept was converted
00:04:40    into a lying deceitful slogan. The new government wants to fill
00:04:46    the principle of the people's sovereignty with life and substance.
00:04:52    This spirit captures the elements of moral rebirth in the Hungarian people,
00:05:00    the desire for inner and external rebirth, the avoidance of extremes,
00:05:07    tolerance, the willingness to move forward in a calm but determined way.
00:05:17    If the new government, the government of the people, permanently replacing the system
00:05:24    of repression and implementing the transition to the system of freedom,
00:05:30    then the state and its bodies should no longer be regarded with the same
00:05:37    mistrust of the means of repression had been.
00:05:45    Therefore, now and from this place, I turn to the Hungarian people
00:05:52    to cast out decades of mistrust, centuries-old nerves, to regard
00:05:58    the institutions as their own, those that function on their behalf,
00:06:05    in their defense and in their service. So let the Hungarian people
00:06:14    stand with confidence and constructive criticism behind their new state,
00:06:21    parliament and government. In the spirit of our third principle,
00:06:28    this government wishes to be the government of the economic revolution
00:06:34    and is aware that the most difficult tasks await it in this area.
00:06:42    It is a cliché to talk about the difficult situation of the economy,
00:06:48    but we can carry out a full assessment of the problem only then, and what
00:06:54    we can now learn will be communicated to the public of the country.
